Talen Energy Project Notification Letter

Letter received from Talen Energy regarding a potential new generation project in Montour County.
The following letter was received from Talen Energy and read aloud at the 9 June 2026 Commissioners Meeting.
Dear Chairman Dressler:
I am writing to inform you of recent activity related to a potential new generation project that Talen
Energy is exploring in Montour County.
Talen recently submitted new generation interconnection requests into the PJM interconnection queue
as part of the first cycle of PJM's reformed interconnection process. Our requests are for projects at
various locations across our footprint, totaling approximately two gigawatts. Talen's submissions were
among approximately 800 projects submitted by various other parties at the launch of this process. One
of the requests Talen submitted is for a potential project that would add two new natural gas-fired
generation units within the footprint of our Montour power plant in Derry Township, Montour County. If developed, the project would use modern, efficient technology with best available emissions controls and operate alongside our existing natural gas-fired plant.
Our interconnection request is subject to a validation process managed by PJM, which is expected to
extend through December 2026, with the full process estimated to take approximately 12-18 months. If
the project is pursued, it will also be subject to a variety of approvals, including environmental and other permitting and robust evaluations to protect air quality.
In parallel with PJM's review, Talen is also pursuing an air plan approval construction permit with the
Pennsylvania Department of Environmental Protection (PADEP) through the project, Montour CT Project, LLC. Pursuant to 25 Pa. Code§ 127.43a of the Pennsylvania Code, Montour CT Project, LLC hereby notifies Montour County of the submittal of a plan approval application for the proposed natural gas combined cycle combustion turbine (CCCT) project to the PADEP concerning potential new operations in Derry Township, Montour County, Pennsylvania. The CCCT project proposes to install and operate two natural gas-fired CCCT electric generating·units equipped with integrated natural gas duct burners. Emissions will be controlled by oxidation catalysts and selective catalytic reductions (SCRs). The CCCTs will produce steam for the generation of electricity.
Pennsylvania Code Title 25 (Environmental Protection - Air Resources) Section 127.43a requires county notification, including a 30-day comment period regarding the plan approval application, which begins upon receipt of this formal notification. During this comment period, PADEP will accept such comments. Comments are to be sent to:
Written comments should include the name, address, and telephone number of the person(s) submitting
the comments, along with the name of the proposed project. We expect the permitting process to take
approximately 12 months.
This project is in the very early stages of a process that takes years, and the next steps are still under
